Families must stay within their budgets, and we expect the same of government. Supervisor Church believes in transparent, efficient and responsive government. He has helped reduce government waste, and welcomed ongoing reforms.
Created Performance Audit to Streamline Government
As chair of the county’s Budget, Finance and Operations Committee, Supervisor Church initiated the first system-wide performance audit of every county department. This action resulted in cutting waste, streamlining operations, and boosting productivity.
Led the Effort to Reorganize County Government
As member of a board subcommittee, Supervisor Church developed a plan to reorganize county government. This effort resulted in the elimination of one county department, consolidation of other services, and the transferring of functions between departments for maximum efficiency. The reorganization has resulted in improved operations, and better service to the public.
Supported Whistleblower Ordinance
Supervisor Church helped draft an ordinance that encourages county workers to report waste and fraud, and protects those workers from possible retaliation. The so-called “whistleblower” ordinance set up an official procedure for reporting tips, and also ensures the anonymity of tipsters.
Initiated the Peninsula Democracy Corps Program
In 2002, Supervisor Church initiated the Peninsula Democracy Corps program, in cooperation with the County’s Chief Elections Officer, to create a sufficient pool of trained, qualified election poll workers, consisting of county employees, to be placed “on call” and to fill last-minute poll worker cancellations. The purpose of the program is to ensure elections are conducted smoothly by avoiding valuable staff hours being diverted to secure substitutes to fill last-minute cancellations.
